A spokesman for the Pharmaceutical Research and Manufacturers Assn. told the newsletter that the new rules go beyond voluntary PhRMA code, and impair the ability of doctors to learn from expert consultants hired by drug companies.

According to the proposal of Governor David Paterson, companies violating the law would be fined $ 15,000 $ 250,000 per violation. Health professionals involved would be fined from $ 5,000 to $ 10,000 if they took illegal donations.
